THE OPENING OF THE PARUNGKUDA-CIBADAK TOLL ACCESS

PRELIMINARY

The people of Sukabumi have been waiting for the Bocimi Toll Road. This toll road will connect the Sukabumi area to the Jabodetabek Megapolitan area. This toll road is expected to be a trigger for economic growth in the Sukabumi, Pelabuhan Ratu and even Cianjur areas.

The opening of the Bocimi Phase 1 (Ciawi-Cicurug) Toll Road in 2018 has greatly helped road users to shorten their journey, as it was previously known that the Cibadak-Cicurug-Ciawi arterial road is a real traffic disaster, how not, the 34 KM road normally can be reached for 40 minutes by 4-wheeled vehicle, in fact it takes hours. With the operation of the Bocimi toll road phase 1, it is able to significantly reduce travel time.

Bocimi Toll Road Opening Phase 2

With the operation of the Bocimi Phase 1 Toll Road, the accumulation of vehicles that usually occurs in the Caringin, Benda, and several other points can be accommodated by the toll road. With the opening of the Cigombong toll road access also accelerates vehicles that want to go to Sukabumi to enter the Cicurug area, therefore the accumulation of vehicles in the Cicurug area is unavoidable and gets worse day by day.

Portraits of Congestion in the Cicurug area

After the completion of Phase 1 of the Bocimi Toll Road, the construction of the Bocimi Toll Road will continue to phase 2, namely the Cigombong to Parungkuda section. Despite being constrained by Covid 19 which caused a lot of work to be delayed, in the end, phase 2 of the Bocimi Toll Road is planned to be completed in early 2023.

With the opening of the Parungkuda toll exit, of course, it will reduce the accumulation of vehicles in the Cicurug area which is famous for its congestion, but that does not mean that the transportation problems of North Sukabumi will be resolved on a macro basis. The accumulation of vehicles in Cibadak is certain, and the problems that will occur in Cibadak are allegedly going to be more complicated than the current congestion in Cicurug.

Solving various transportation problems with engineering engineering such as fly overs, underpasses may be the best way, but given the high investment costs, of course it will be difficult to implement.

Solution to problem

The problem solving that the author proposes here is more traffic engineering, considering that traffic engineering is expected to be able to solve problems at a fairly low cost.

  1. Reduce the occurrence of traffic conflicts

Traffic conflict is the meeting of vehicles with different directions at one point, Minor conflict is the meeting of vehicles with the same purpose, and major conflict is the meeting of vehicles with different purposes. Major and minor conflicts have different contributions to traffic congestion. Of course, major conflicts have a higher contribution than minor conflicts.

An alternative that can be done here is to make a roundabout at the Cibadak-Pelabuan Ratu T-junction.

With the roundabout at the intersection, it will change the major conflict into a minor conflict, it is hoped that the degree of saturation at the intersection can be lowered

  1. Solve the concentration point of public transport transit

Like what the Indonesian Commuter Train KCI did, which broke the concentration of passenger transit at Tanah Abang Station, it was divided into two points, namely Sta. Tanah Abang itself and the Manggarai station by deactivating the Bogor-Tanah Abang Commuter.

The same thing might be done in the Cibadak area by moving the transit locations of the Cicirug-Cibadak and Cibadak-Cisaat public transportation from the original location in the Cibadak Market to the vicinity of Siliwangi Field.

By relocating the transit point of public transport users, it is hoped that the traffic load received by the road from the fork to the Cibadak market is only public transportation in the direction of Cibadak-Cicurug, no need to bear the traffic burden caused by Cibadak-Cisaat public transportation. With this, the concentration of transit passengers and the concentration of market activity can be divided.

  1. Reduce side drag

Side barriers are traffic disturbances caused by activities on the side of the road (Sidewalk). Side barriers can be in the form of street vendors, pedestrians, motorcycle parking, drop off goods, etc. Side barriers have a fairly high contribution to congestion. This can be overcome by creating a road median that forces road users to stay in their respective lanes. We can see this in the Cipanas Cianjur market area.

On the median road, a fence that is high enough to prevent pedestrians from crossing the road is made. For pedestrians, it is necessary to build a pedestrian bridge at several points.

Conclusion

There have been many studies conducted by Civil Engineering students that examine congestion in this area. Technically the level of traffic density can be measured and solved easily, however local wisdom, community habits, and the level of education in Indonesia sometimes make it difficult for professionals and academics to solve problems. It takes mutual maturity in traffic so that traffic problems like this can be handled properly.

Suggestion

To improve discipline in traffic, public transportation, which contributes to congestion in the Cibadak area, should be managed professionally. As with Jaklingko Jakarta, the behavior of drivers can be better, professional and not inclined to pursue deposits which ultimately harm all parties.

This author’s opinion is an assumption, it is necessary to make further research models so that the results are more measurable.

Joint seriousness is needed between policy makers, entrepreneurs, and organda with an interest in the Cibadak area.
